Law of Turkmenistan on the State Budget of Turkmenistan for 2021
To approve the State Budget of Turkmenistan for 2021 on revenues and expenditures in the amount of 79,509.6 million manats, including the first-tier budget on revenues and expenditures in the amount of 23,398.0 million manats.
To approve the Centralized Budget of Turkmenistan for 2021 on revenues and expenditures in the amount of 72,075.0 million manats, including the first-level budget on revenues and expenditures in the amount of 15,963.4 million manats.
To establish for 2021 standards for deductions from national taxes to the budgets of the city of Ashgabat and velayats in the following amounts:

To allocate in 2021 from the Centralized Budget of Turkmenistan to velayats in the amount of 2,638.4 million manats to ensure the balance of their budgets, including:
Akhal velayat 149.1 million manats
Dashoguz velayat 1,347.6 million manats
Lebap velayat 814.4 million manats
Mary velayat 327.3 million manats
Approve local budgets in the amount of AZN 10,073.0 million, including the budgets of the city of Ashgabat and velayats in the following amounts:
Ashgabat city 1 803.0 million manats
Akhal velayat 1,251.8 million manats
Balkan velayat 1,161.8 million manats
Dashoguz velayat 1,856.5 million manats
Lebap velayat 2 064.8 million manats
Mary velayat 1,935.1 million manats
To establish that the protected items of expenditure of the State budget of Turkmenistan are wages, pensions, state benefits and scholarships.
Establish that in the event of a budget deficit, the sources of financing are funds from government borrowings and (or) the remaining budget funds in accordance with the legislation of Turkmenistan. Establish that additional revenues coming to the State Budget of Turkmenistan in 2021 from other sources, as well as the excess of revenues over expenditures, are allocated as a matter of priority to repay debts on state loans and bank loans.
Instruct the Ministry of Finance and Economy of Turkmenistan to make the necessary adjustments to the indicators of the State Budget of Turkmenistan for 2021 arising from the laws of Turkmenistan, decrees, resolutions and orders of the President of Turkmenistan, as well as, if necessary, channel the funds saved on all items of expenditure in the process of implementing the Centralized and local budgets for other items of expenditure.
